Under international law, more than 15 days of isolated confinement can be considered to be torture. Yet in New Jersey, some people are held in isolation for months. The Isolated Confinement Restriction Act would limit the use of solitary confinement in New Jersey state prisons. It would also ban isolated confinement for the young and the old, those with mental health issues, pregnant women and other vulnerable groups.
